The encoding is based on an early version of the general URI percent-encoding principles, with a number of changes such as newline normalization and interchanging the spaces with "+" sign instead of "%20". The MIME type of content encoded in this method is application/x-www-form-urlencoded, and it is defined in the HTML and XForms specifications. In addition, the CGI specification represents rules for how web servers decode this type of content and make it accessible to applications.
